Dan Cohen AUTHOR House lawmakers on Thursday voted to strip a controversial immigration provision from the fiscal 2016 defense authorization bill, removing one possible barrier to the measure’s passage this week.Language added to the defense policy bill in committee last month would have encouraged the defense secretary to consider allowing individuals eligible for the Deferred Action for Childhood Arrivals program to serve in the military. The provision drew heated opposition from conservatives who tried to have it stricken from the bill by the House Rules Committee. Instead, lawmakers adopted an amendment, 221-202, removing the language.Debate over the amendment took place during the first series of votes on amendments Thursday, reported CQ Roll Call. Debate continued into Thursday night, with the House aiming to vote on the underlying legislation Friday.Lawmakers rejected an amendment that would change the statutory requirement for the number of operational aircraft carriers the Navy must maintain from 11 to 10.“Now that’s an arbitrary, restrictive requirement,” said Rep. Jared Polis (R-Colo.), who offered the amendment. “Perhaps they should have more. Perhaps they should have less.”Senior Armed Services members of both parties, including Seapower Subcommittee Chairman Randy Forbes (R-Va.) and the panel’s ranking Democrat, Joe Courtney (Conn.), opposed the proposal.

2019 Honda Pilot Elite: A smoother, tech-rich crossover SUV Enlarge ImageEven though it’s a few years old, the Alfieri concept remains a stunner. Here’s hoping the production version looks even half this good. Maserati Maserati’s GranTurismo and GranCabrio are on the way out, and their replacement — based on the Alfieri concepts we’ve seen in the past — will be built starting next year in a modernized version of the automaker’s historic home.Maserati this week announced its intent to modernize its factory in Modena, Italy, reaffirming the FCA Industrial Plan that was unveiled last year. According to Maserati’s press release, it will “be dedicated to the manufacturing of special high performance, high technology sports cars.” Maserati has had a presence in Modena since 1939.The plant will be upgraded starting in the fall. The hope is to have it ready to start cranking out preproduction prototypes of the Alfieri in the first half of 2020. Production models will likely follow in 2021, according to Autocar’s estimates.FCA keyed us into the Alfieri’s aspirations last year. It’ll run on a lightweight aluminum chassis, adopting the curvy good looks of its concept predecessors. While a plug-in hybrid is rumored to be on offer, the real attention will be on the fully electric variant. It’ll have three electric motors, granting all-wheel drive, and it’s estimated to reach 62 mph in about 2 seconds, with a top speed above 186 mph. Yikes.That’s not all Maserati has in store for the near future. It intends to completely revamp its line by 2022, adding new plug-in hybrid variants of the Quattroporte, Levante and Ghibli. At the same time, the Quattroporte and Levante are also slated to get EV variants. There’s also a new midsize SUV on the way, slotting beneath the Levante. It’s available in no fewer the nine trims, including the off-road specific Trailhawk and a fancy-pants Trailhawk Elite.For 2019, the Cherokee gets a new 2.0-liter, turbocharged, four-cylinder engine with 270 horsepower and 295 pound-feet of torque, though naturally aspirated I4 and V6 choices are also available. Cars.com has released its annual American Made Index, showcasing companies that use the most American-sourced parts and labor in their vehicles. The results may surprise you.Cars.com analyzed more than 100 US-built vehicles for five key data points: manufacturing location, parts sourcing, US employment, engine sourcing and transmission sourcing. You might think something like the Ford F-150 would top the list, but it drops from its No. 5 spot for 2018 and out of the top 10 completely. From the base trim to the Grand Sport to the bonkers ZR1, the Corvette is an American icon.My preference is for the Grand Sport, which strikes a perfect balance between everyday drivability and canyon-carving performance. Adding to the ZR2’s two-inch lift and front and rear locking differentials, the Bison gets beefier skid plates (trust me, that’s a good thing), steel bumpers and integrated recovery points. Western education, from the elementary through the tertiary levels, had “mis-educated” many a Negro with propaganda and “heresy” about their so-called inferiority and lack of worth, Woodson posited. Even Harvard University, supposedly a bastion of first-tier scholarship, progressive thought and enlightenment, had “ruined more Negro minds than bad whiskey,” Woodson is quoted as saying.The Black scholar elaborated on his theory in the seminal tome, The Mis-Education of the Negro.“The so-called modern education, with all its defects… does others so much more good than it does the Negro, because it has been worked out in conformity to the needs of those who have enslaved and oppressed weaker peoples,” the book’s preface reads. “For example, the philosophy and ethics resulting from our educational system have justified slavery, peonage, segregation and lynching…. Negroes daily educated in the tenets of such a religion of the strong have accepted the status of the weak as divinely ordained, and during the last three generations of their nominal freedom they have done practically nothing to change it.”Woodson goes on to explain, “No systematic effort toward change has been possible, for, taught the same economics, history, philosophy, literature and religion which have established the present code of morals, the Negro’s mind has been brought under the control of his oppressor. The problem of holding the Negro down, therefore, is easily solved. When you control a man’s thinking you do not have to worry about his actions. You do not have to tell him not to stand or go yonder. He will find his ‘proper place’ and will stay in it. You do not need to send him to the back door. He will go without being told. In fact, if there is no back door, he will cut one for his special benefit. He did not appreciate the value of tradition; and where is he today? The Hebrew keenly appreciated the value of tradition, as is attested by the Bible itself. In spite of worldwide persecution, therefore, he is a great factor in our civilization.”Woodson began his quest to chronicle Black history and to legitimize scholarship in that field throughout his college years, but was often ridiculed and dissuaded by his professors and others. But in 1915, Woodson defies his critics—those leaders of Western academia and politics and a leery public who had long insisted Blacks had no history—by publishing his first text on African-American history, The Education of the Negro Prior to 1861. He takes it even further, later that year, when he also establishes the Association for the Study of Negro of Life and History (which later becomes the Association for the Study of African American Life and History.) Often going without a salary, Woodson led the organization’s efforts to research, uncover and publish their findings about Black life and history in the Journal of Negro History, a quarterly academic journal launched in 1916.In 1926, Woodson and the ASNLH sponsored the first Negro History Week in February, which was meant to coincide with the birthdays of President Abraham Lincoln and abolitionist Frederick Douglass, both venerated figures in the Black community.As with his earlier efforts to promote Black history, the observance initially was not widely received.“There was a push in America at the time, particularly within academia, to unify all history as one—to create just one American story of the past, and usually that did not include Black history. When people did speak about Black history back then it was denigrated,” said Kendi, the Albany university professor. “For him to say we should appreciate it and celebrate it was revolutionary.”Woodson’s vision of the Negro History Week went beyond his goal of educating African Americans about themselves—though that was part of his aim; it was also about educating others about the value of Blacks’ contributions to America and the world.According to a Jan. 23, 1932 AFRO article, Woodson explained that the celebration of Negro History Week would be for nought if Black, White and all children were not given a chance to learn about all aspects of Black history in their schools.“Unless Negro History Week can be used to accomplish such a purpose, the mere celebration would be meaningless. To have numerous essays and speeches on what we have done while failing to do this thing which is necessary for our present good will mean absolute failure so far as this observance is concerned,” he is quoted as saying in the article.“The watchword throughout this season, therefore, should be to uproot propaganda in the minds of students and place in their hands certain works to inform them as to the contributions of all races. Interracial goodwill will be thereby stimulated, that this country may become a land of happiness and prosperity.”With the passage of time, Negro History Week caught on, according to an essay by Daryl Michael Scott, president of ASALH: Black history clubs sprang up; teachers demanded materials to instruct their pupils; and progressive Whites, not simply White scholars and philanthropists, stepped forward to endorse the effort.The “Black Awakening” and the Civil Rights Movement of the 1960s further amplified the importance of and interest in the historic contributions of African Americans. And, in 1976, the celebration was expanded to a month through a proclamation by President Gerald Ford, who urged Americans to “seize the opportunity to honor the too-often neglected accomplishments of black Americans in every area of endeavor throughout our history.”Though Black History Month has since become a national fixture, there are some who question whether the observance is still necessary or even beneficial in what some have claimed as a post-racial society.Experts say that is not surprising as it mirrors what some Woodson detractors have said from the beginning.“If you look back now at his lifetime, most people assume his movement was widely embraced when it was not,” Kendi said. “He received a huge amount of resistance both within the Black community and outside.”For example, among assimilationists, anything that played up racial differences was a no-no.“There have always been Black people who view Black progress as Black people assimilating with Whiteness,” Kendi added.In the presence of such self-effacing thought, persistent socioeconomic disparities and racism, Woodson would have likely argued that Black History Month, and its spotlighting of Black history and achievement, is very much an ongoing necessity, Kendi said.“Carter G. Woodson would have looked at the persistent disparities and said that clearly we are not an inclusive society [and that] so long as we have White Americans, Black Americans and those of other races who see Black people as inferior there is still a need for multiculturalism and the study of Black history.” Carter G. Woodson’s theories about the study of Black history.“Carter G. Woodson was a visionary,” said Ibram Kendi, assistant professor of Africana Studies at the University of Albany. “He essentiallysought to build within the Black community a greater consciousness of their history—the successes, failures, triumphs—all the complexities of African-American history.”By all accounts, a young Woodson grew up poor in physical assets but rich in knowledge and wisdom. At his father’s knee, he learned about self- and race-pride…, that going through someone’s back door—a sign of inferiority—was never an option, no matter the cost. And from the Civil War veterans like his father, he also learned the lessons of self-determination and the value of Black contributions to the past and ongoing American story.But, as Woodson looked within his community he noted those values of self-love, pride, self-knowledge, self-determination and self-worth were missing from too many. And, he placed the blame squarely on the “defects” of Western education, which was used as a tool to maintain the status quo.“He believed that the negative ideas (Black) people had internalized about themselves were because of their ignorance about their own history,” said Professor Kendi.

People are more likely to perceive familiar faces to be happier than those of strangers, even when both express the same emotions, a study suggests. Familiarity – just having ‘expertise’ with someone else’s face through repeated exposure – affects the happiness you perceive in subsequent facial expressions from that person, researchers said.”Familiarity not only influences traditional ratings of liking, attractiveness, but also impacts ‘deeper’ perceptions of the actual emotion you can extract from that person,” said Evan Carr of Columbia Business School in the US. A total of 50 undergraduate student participants came to the lab for a “memory task.” Each participant saw a series of images – the neutral expressions from one of the two image sets – and was tasked with tracking the colour and number of squares that appeared randomly on some images. Each pair included a familiar and an unfamiliar face and the faces showed the same objective level of emotion.Researchers found that participants were more likely to identify the familiar face as the happier one in the pair, despite the fact that the faces showed the same emotion to the same degree. They were also more likely to identify the familiar face as happier when the faces were 50 per cent happy than when they were 25 per cent happy, researchers said. In a second experiment, the team asked 40 undergraduate participants to look at a series of faces and decide whether each face was either “happy or angry.” Researchers found that the results replicated those of the first experiment, participants were more likely to identify familiar faces as happy compared with unfamiliar ones, but only when the faces were emotionally neutral or positive. Their estimates of how happy the faces were increased as the positive features increased.The data indicated that familiarity actually shifted how participants perceived the emotional content of the faces – that is, a familiar face needed to have fewer objectively happy features for it to be classified as happy compared with an unfamiliar face. The study was published in the journal Psychological Science.

TORONTO — The night of the U.S. presidential election, the Canadian Immigration website crashed due to a surge in people – seemingly Americans – trying to access information on how to emigrate to the country. And now, with Donald Trump confirmed as the new President of the United States, Cheapflights.com has reported a huge increase in searches for one-way flights to Canada during election night as well.According to the company, as of 6 p.m. ET on Election Day, the website experienced more than double the searches for one-way flights to Canada, a 133% increase from the same time frame across the previous four Tuesdays.As polls closed and results started to roll in, the searches accelerated, jumping to more than 900% between 6 p.m. and midnight.
